If accepted you would take the second semester of the Ph.D. program and move into the program without delay. There will be many electives that are designed to give you the skills to move into the private sector as an Economist. Really cool program, was ecstatic when I saw the acceptance! But also no mention of scholarship however which is a little bit disappointing...
