It is unfortunate that we are unable to accept all of the exceptional students who apply to our department. The process of selection is difficult and painstaking and many strong candidates must be turned away each year. Be assured, however, that decisions are made with conscientious care by responsible and knowledgeable experts in the field.

A kind suggestion to next year's applicants. If you do not consider yourself a competitive applicant for CS Ph.D. program, apply for MS directly. As far as I know, only those borderline Ph.D. applicants will be transferred to MS pool.

To the person below: Yes, I emailed psych-administration. The application status is unchanged. But they have sent out all invitation emails. It's very unlikely to get other kinds of interview and therefore be accepted without an on-site invitation.
