Offered a funded MS through the ECT; declined

Received an email that reads "I am writing you as the Chair of the UIC Physics Graduate Admissions Committee. I wanted to let you know that the committee has recommended you for admission, however, the process of your application fee waiver might take a while. In the meantime, I wanted to ask if you have already accepted any other offers and whether you are still interested in joining UIC. Looking forward to hearing back from you," I think this should count as "Acceptance". Having received multiple other offers, I immediately declined the offer so that the one who is eagerly waiting for his/her first offer could get the admission.

Email to check portal. Had received > 1000 apps, never expected them to be so competitive. Positive reply from a Prof. during app process. Another 90$ goes to sea.

Ignore waitlist. Has anyone heard from Penn State, NYU or UT Austin? Emailed them but no one responded. I see some offers in early Feb posted on gradcafe but no rejections so far.
