Got a phone call informing me of my acceptance, official letters coming out in a couple weeks

Rejected first time I applied FA21. Surprised I got an interview this time after UCSF and UCSD rejections this cycle.

Emailed the program assistant to ask if all interview invites were sent, template rejection - "The Graduate Admissions Committee in Biobehavioral Health met and thoroughly evaluated your application for admission into the Ph.D. Program in Biobehavioral Health at Penn State for fall 2023. Decisions were focused on likelihood of success in our graduate program, and were based on multiple criteria, including academic status (e.g., masters or bachelors level preparation), grade point average, letters of recommendation, fit for the BBH department, and match between BBH faculty and student. The Graduate Admissions Committee saw considerable strength in your application. Unfortunately, however, I regret to inform you that your application was not one of those selected for interview or admission. We had a record number of strong applications this year and a limited number of positions available; as a result, we were not able to accept all strong applicants. We do appreciate your interest in our program and wish you every success with your future endeavors. "

PI said that interview invitations were sent out and could not offer me one.
