Overqualified I assumed. They admitted too many weak applicants last year so they have to reject a lot of good applicants who even deserve PhD...

Although every program within the Stanford Biosciences umbrella program differs, I've heard something like this during my home program interview: within the 1st week/pretty soon the first wave of admissions results are sent out to "tier 1" students. However, it's not set in stone, as some may choice other schools. There seems to be additional waves of admissions, up until late March/early April at the latest. Best of luck to everyone.
