To the uncertain applicant: Yes, that's an acceptance! When it says that your department has recommended you for admission, it just means that the department has to complete some miscellaneous formalities with the graduate school before you can be officially admitted. The graduate school rarely reverses a department's admission decision, so for all intents and purposes, you are in. Hope to see you in Madison!
