To USC posters, the letter means you're admitted, they are just gauging your interest. So if you already have better offers, please decline so that they can send the second round of admissions sooner. Also, to the poster below, I'm surprised to read you're basing your decision on the stipend. You'd be far better off in the long run by choosing a higher ranked school. Besides, LA is super expensive and 30 k there is not as much as you think. Pretty much all the schools offer a bare minimum to survive in their location. So if you're after money I would suggest you find a job instead :) The stipend matters, but only as long as you choose between similarly ranked schools.

Anyone else still waiting on USC? I called them and they said they are done giving out fellowships however they are still decided on teaching assistantships.
