I heard they are changing how they do acceptances and all international students are getting conditional acceptances. So they emails are conditional acceptances and you have to find an advisor to get actually admitted. This is to reduce the amount of students who have to work on projects they don't have interest in, or not allowed to work on due to the funding agency.
