Says on the website, so should we assume receiving nothing doesn't imply being placed on the "implicit waitlist"?

(Pure) Mathematics, Cornell University $25k/yr TA ship. Participated in an REU there last summer. I don't have a very good GRE subject test score, and my university isn't well known, and doesn't even offer graduate courses. It's possible to get into a great university regardless! It will take hard work, and a little luck, but it's possible.
