Computer Science, University Of Illinois, Chicago (UIC) TTPB: same here. My status changed to "Additional Review Required" on April 15th. I have 2 low tier papers, 4 years' industry experience, weak LORs. I submitted my application on Jan 13th, and there were no interviews or responses since then, so I'm afraid I'll be rejected. From the previous applicants' experiences, the situation varies from person to person. Some got admitted after the status changed to "Additional Review Required", others were rejected. I guess this means the admission committee has made a decision and forward it to the graduate school to review. It doesn't necessarily mean a positive or negative signal. Good luck to you.

Computer Science, University Of Oxford TTPB: my guess for the reason why the applications are still open is simple: there are simply more places available than the qualified and accepted students, which means if it is open you still have a chance to get in (especially considering there is no funding available at this point). The professor told me that the top (in terms of their internal ranking system to determine scholarship) CS students they admitted often decline the offer and go somewhere else (he mentioned some US unis I am not gonna post them here). They simply need more students. If you are interested and have enough money or external funding for four years, I really suggest you just apply.
