Words of advice from someone who reviews hundreds of applications annually- if you did not get into your 'dream' school this year or another program you are highly interested in, take the year to work on your application and beef up your CV. Take more advanced math classes to boost your GRE score above 165. Because honestly, even that is a little low. We highly regard all the maths you have taken and it is definitely discussed in our review. Take advanced economics course where you will do research and possibly meet faculty where you can get an recommendation letter of value. Especially if you are coming from a degree that is not economics. Join a master's degree program if you do not already have one, again, so you can get a foundation and recommendation letter of value. Suck it up, it may take you an extra two years to get a PhD. There is absolutely no harm in that. Research you have already done and potential for research are what everyone looks for. Most programs have their student admissions criteria on their website, if you do not meet it, don't waste your money by applying. There are 100 other applicants that do meet the criteria so you won't even be considered. Do your research and prepare.
