TTPB Asking about SUNY Buffalo: I got an offer for PhD on 31st March. Was given 1 week to accept/decline. The deadline for accepting funding was April 30. I declined them both as I had accepted elsewhere. You can mail the Director of Grad Admissions and ask for a status update. I had also mailed him and got to know that I was in the waitlist.
