Inquired about the reason so less offers were made in second round. Apparently, only couple of students actually withdrew their offer, because it wasn't compulsory to submit a 100% Yes or No by 26th March. So, only 2-3 new offers were made. I understand why people will do that, but keeping a seat on hold kind of sucks.
