I would say the persistence of top student placement is there these days. 3:0 school placement is still about every 3 years. Other than those students, people are not going to academia for a long time with a few exception going back to China or their own countries. The PhD coordinator's publication record is crazy as well as former dept chair... However, if the PhD coordinator does not like you even a bit, he will do whatever to kick you out in "legal" way. Unless some senior guys try to protect you, he will find the way. There are people who survived because they chose their advisors well while some have given unrealistic deadlines and other things to kick you out. AND those who survive tend to be asset pricing guys. Besides the program and coordinator, University of Houston is taxing the business school a lot, so the business school is cutting budget a lot. Money is not everything, but you probably want to keep that in your mind if you consider going to University of Houston.
