TPB: I checked my portal and I don't have such a notice. You've likely been nominated for the Eugene Cota-Robles Fellowship by the department, which is a merit fellowship for those who have 'overcome significant obstacles'. I believe departments need to submit their nominees and only some will ultimately be chosen by the university.
