TTPB: I know that Penn State assigns your thesis director upon your admission to the program, so I would imagine the professor reaching out means that he would most likely be your PI. I do think that it is possible to change labs during your first year, however. But yes, agreeing to work in his lab would probably mean you would not be considered by the other professors.
