To the second post below, I agree with everything you said; except for the fact that Feb 22 was NOT the second round of acceptances, but rather it was the date for MS admissions. Last year, PhD acceptances were sent out in batch on Feb 12th, i.e. only ONE ROUND of offers (except maybe some wait-listed students that I did not look thoroughly).
