Sent a short email that is definitely a rejection, but points toward the program being full as the reason why: "Your credentials and application for admission to the Women's, Gender, and Sexuality Studies, Doctor of Philosophy program at The Ohio State University for the autumn 2020 semester have been given careful consideration by the Graduate Studies Committee. We have been informed by the committee that the program is full. However, the faculty believes that your application is competitive and would like to encourage you to reapply for a future term." I think it's just a nice way of saying you're not qualified lol
