"Thank you for submitting your materials for the PhD in Music Studies, Composition and Music Technology specialization. At this time we are not moving forward on scheduling an interview for you. Final admission decisions will be released in early- to mid-March." For all intents and purposes I assume it's a rejection, could mean I'll be put on the waitlist, but it's a very weird email nonetheless.
