Ironically, I FINALLY got my rejection from Penn State as I was drafting an email to accept an offer elsewhere. Normally, I think it's silly when people say that rejection letters are "generic" and "impersonal," but Penn State's rejection email is definitely both! The program is great, but their administration is lousy.
