I will decline, hope it helps somebody. Seems like a good program but it's still uncertain and I wouldn't take the risk, I have a couple of funded offers from solid top40 programs. I think Rice is a good choice but it's too soon to tell, it has happened before with other programs like WUSTL and UVA and at the end they never take off. Every program I was admitted into is doing"big improvements". Good advisors are everywhere but unfortunately in academia pedigree matters... No idea about funding.
